Marvin is saying that he is impressed with Jase and thinks he has the "it" factor.
Jase was describing how he is working as a volunteer firefighter in Illinois while he is going through the interview process trying to get a permanent, paying position.
Marvin thinks he has a gift and needs to go for it. He can be a fireman later.
(Actually, there is an age limit in Illinois--Chicago anyway.)

Marvin: That's what I'm saying.
There is an inside lockdown. A male BB just asked someone something about still having 'the bag of balls'. And a female just asked if 'someone could return the shower curtain'.
